I can't change any settings
I can't change language and controls on special screen before game. What should I do?

Updated. I tried to Run as Administrator Steam and all executable files in Hotline Miami folder too. Also tried to edit cfg-file, it is editable, but still game don't react to the changes.

Well. It's a recurring bug that happens on some machines for unknown reasons... Sorry :/
