I completely agree with you. It's a modern Hotline Miami with more realistic graphics (not as pretty and more boring in other words) and set in Hong Kong.

Looks like the same engine as Doorkickers, looks awesome. There were many top down shooters before Hotline Miami, rip-off or not, Hong Kong Massacre looks like something out of Hard Boiled the John Woo movie, will get for sure.
