You could also assume the Janitors were simply afraid of him, since they didn't really have direct control nor a way to keep watch over him. Maybe they had a protocol which they followed where they would end an agent after every so tasks so they wouldn't become like Biker and start questioning stuff without fearing the "apparent consequences". Which is really a big bluff, according to them.
Either way I don't really like the canon backstory. I like to think the Janitors are underpowered versions of the developers of the game world they're in and are effectively manipulating people to "make the game" you're playing. Game ends when they laugh at your face and have you kill them so it ends.
The Janitors know Hooker has survived because they wash Jacket's apartment as seen in the introduction of Clean Hit (Chapter Six). Since Hooker knows what happened, 50 Blessings (the whole operation against the Russians) could be at risk if she ever talked to the police. So they decide to send Richter to kill Hooker and also Jacket since he is not trustworthy anymore.
This seemed like the most sensible explanation to me when I played the game.
The game is rife with 4th wall breaking questions and social commentaries so you're not wrong. Though I like treat the message and commentary seperately from the in game story.
Skymirrth's post is a much better interpretation than mine, though.
Technically, Jacket doesn't take out the Russian Mafia singlehandedly, remember that the biker, Richter, and probably others are working for the Janitors too. The final boss of Jacket's storyline says something like "you must be one of the ♥♥♥♥♥♥♥♥ killing my men". Just wanted to point that out
Most of the mask wearers die in the line of duty, but Jacket didn't.
and yeah but Jacket killed the majority of the mafia, oviously
And yeah, the second game kinda solved the issue for me. I mean the janitors arranged a prison riot to serve a distraction so they could get richter killed. So yeah. Tying up loose ends.
