The game peaked before the Hype Train. If you missed the peak, don't bother. If you didn't, still don't bother.
PD2 is now "Payday 2: The Cross-Media Promotion Platform", and don't be surprised if you see real vending machine companies start buying in because the Overkill devs like the drinks. It's the same logic for all the other cross-promotions. "We like Hotline Miami, Alienware, John Wick, Alesso, and INSERT YOUR BRAND HERE". They had a fine line but then crossed it unashamedly.
The developers seem to fawn over their own success, priding themselves for 'paying attention to the community' in ways that amount to little more than crowdsourcing ideas from the players (miniguns, RPGs, flamethrowers, lever-action rifles), but they took 2 years to implement one of the earliest and most resoundingly asked for suggestions, that of changing the shadow map from inside the game. They took 8 months to fix optimisation on a map people paid money for. They only fixed a known-as-broken game feature when a new DLC with similar functionality demanded it be functional. They even go so far as to recently claim that "With anything we do, we'll put in the necessary time to make it all look beautiful" (source: see *), but I still have to install a third party mod to get NPC weapon models to look better than something that belongs on a 6th generation console.
The developers are also contrarians when it comes to rulings about modifications to the game. Crosshair mods apparently make the game too easy and aren't permitted in the virtual-whitelist (cause there is no way to enforce the rulings beyond steam forum bans), but we still have multiple other mods that clearly breach the fine line the crosshair mods do that even get APPROVAL from the developers (PocoHUD and HoxHUD both add an ACCURATE hit marker, by definition making it easier to know where damage is coming from over a vanilla player).
This game is a mess of a thing these days. 2 more years of (life) support? If ever there was a case for euthanasia required for a game that's outlived it's time, it's this one.
