Tier 7 Skill Ideas!
Here are some of my ideas:
It's a different ratio for the tier 6 skills, 8 points basic and 12 points aced.

MASTERMIND -

Influence Master
BASIC - There is a 25% chance that downed civilians never get up (and just in case you want the lore behind this, they go into nerval shock).
ACED - Makes it a 50% chance, guards are affected by it now, and you can answer 2 more pagers.

Pistol Deity
BASIC - Pistols can be used to shoot open metal doors (ones with keypads, etc.)
ACED - Reload pistols 50% faster and increase their accuracy and stability by 25%.

Field Physician
BASIC - Reviving a team-mate gives them temporary invulnerability (5 seconds).
ACED - Extends invulnerability time by 2.5 seconds and gives you 2 more Doctor's Bags.

Tier 7 Bonus: You and your crew get 2 more cable ties.

ENFORCER -

Golden Weapons
BASIC - Shotguns and the OVE9000 Saw do 25% more damage and causes bleeding damage (-5hp for every second of a minute).
ACED - Extends the damage bonus to 60% and gives you an 10-second 50% increase in armor regeneration if you kill an enemy.

Invincible, Indestructible, Unphasable
BASIC - Unlocks a new secondary weapon for you, the Riot Shield which blocks 100% of incoming damage if faced at the enemy.
ACED - Weapon Damage is added to your armor amount, increases your bleed-out HP by 150%, and you take 75% less damage when you are reloading.

Graphene Blade
BASIC - Graphene Blades enhance your saw's durability by 75% and effiency by 30%.
ACED - You gain 2 more extra saw blades and you have upgraded the speed of the saw so that when it spins, it creates electricity which can burn nearby enemies and spread.

Tier 7 Bonus: While in bleedout, you can deploy equipment (ammo bags, etc.) and your armor regeneration rate and armor is increased by 50%.

TECHNICIAN -

Obliteration in a Box
BASIC - Extends range of the Sentry by 300%.
ACED - Sentries have 100% more ammunition and you can reload its ammunition by using your own ammunition by interacting with it when it runs out of ammunition, they also have an 150% increase in fire-rate.

Camera Shy
BASIC - Cameras don't detect you if you are in sneak mode.
ACED - Can interact with broken cameras to upgrade broken cameras so that they seem like they are still working.

Matrix
BASIC - There is a 20% chance that while you have less than 30% of HP left, you and any crew members in a 5 feet radius will enter a slow-mo mode (where you cannot shoot your gun) if there is a bullet that is fired at you so you can dodge it.
ACED - Makes the chance 50%, allows gun shooting in slo-mo mode, and you gain a 5% resistance to all types of damage out of slo-mo but you gain 25% damage resistance in slo-mo.

Tier 7 Bonus - You can hack computers 75% faster.

GHOST -

Hitman -
BASIC - Silenced weapons do 100% more damage against marked enemies.
ACED - Silenced weapons are auto-reloaded (no reload needed).

Soundboard Ghosting
BASIC - Pagers have a 50% chance of not going off.
ACED - The time it takes to finish answering the pager is reduced by 75%.

Movement Control -
BASIC - You move 50% faster in armor.
ACED - Makes it also apply to the Two-Suit and allows you to jump 25% higher.

Tier 7 Bonus - Chance to dodge is increased by 40%.

looking over it again, just one of these skills would be insanely powerful and make the game impossible to fail

Jack of All Trades skill - Allows you to carry two different pieces of equipment, ie one ammo bag one health bag, 4 c4s and turret, etc...

that one is ok, but most of your skills are games that would make playing on overkill like playing on normal

Its Tier 7 after all, if I wanted to balance it more, I could just make the skill point requirement really insane so that you HAD to be a purist in order to get the Tier 7 skills.

just because it's tier 7 doesn't mean it should make the game so easy you could never lose

Roflmao, Enforcers with freaking 8 upgraded ammo bags (enough for 2 to 3 teams, or everybody could come with an m308), Masterminds who outclass Ghosts and every Enforcer right now by being able to shoot open everything, nearly undepleteable saws...
I know you've given these skills some thought, but nearly every single one of them would be game braking. Come on, this pistol skill alone is ridiculous. Ghosts will be kicked out of stealth heists simply because of this skill, because MM can be more useful anyway, being able to instantly open deposit boxes (Bank, GO Bank...) and also being able to open doors you had to drill before/use an ecm on (server rooms on Big Oil, Nightclub doors, CAMERA ROOMS)...

Seems too cheap for the skills you have conceptualized. Plus it wouldn't fit the pattern of three tiers to each cost setup. Would require an increased cost to match.

Where are the cable ties coming from? Your own pool? If so, then that is fine, but imo pointless for a T7. If not, then it makes no sense imo.
The total ability to answer 10 pagers? What heist even has 10 guards floating around? It would completely break the current stealth system.

Invulnerability for up to 10 seconds AND additional Doctor bags? Crazy OP
Why not change it to:
Basic: Doctor Bag assets now have 4 charges.
Aced: You and your crew utilize half a charge to heal when using doctor bags.
Less OP imo, and more fitting to the skill name.

Eh, kinda fits with the "mediocre bonus" system already in place. ; )

Not sure how the skill name fits the abilities...but needless to say...isn't this just Overkill, but permanent and thus more powerful? Adding a bleed mechanic for ONE skill seems pointless as well. And the armor regen...seems tacked on...but why when the skill is already OP?

iirc, Goldfarb mentioned that Technicians are more likely to get a variation of the Riot Shield.
But anyway...what would stop said Enforcer from just blocking a doorway with his new shield of OP invincibility?
How could your damage output influence your armor rating (other than just killing cops before they hurt you)? What would really be the point of such an insane amount of bleed-out health? And damage reduction while reloading...what are you doing out in the open while reloading?

Do you mean Graphene?
What is with the abilities that diminish the need vs greed atmosphere of heists? There SHOULD be a trade-off when it comes to opening doors and deposit boxes. You shouldn't be able to have enough supplies on your own to open everything with your saw.
Sure, your saw could make some sparks...but what is catching fire...the concrete covered ground?

I think the ability to replenish ammo in sentry guns is more than enough for an ACE ability. Extending the range and fire-rate seem like wasted options. Personally, I would like to see sentry guns have the ability to "shout down" civilians in a small radius where they are located, No Mercy-style. ; )

Eh, like the ECMs, I think the this is more befitting of a new class. The Aced portion would be cool though. Basic is too OP however.

So this skill combined with the previous Ghost suppressor skills would make the AMR a godly weapon in the hands of a T7 Ghost...

Although nice, the second portion should REALLY be part of Smooth Talker (with 4 pagers being default for everyone). And a 50% chance should require some parameters, like melee only.

Why would they need to run so fast that only twitch players could handle the speed? I would rather see something dodge-related. Or steal Run and Gun and slap it in the Ghost tree. More their style anyway. ; )

Got some ideas following your post :
Mastermind :

The Master : every enemy that gets near you has a 50% chance of cuffing himself instantly (includes stealth). You can have 10 more converted guards.

Pistol Monster : your pistols have infinite ammo. they one shot every unit (specials take 2 shots). shooting anything opens it (even safes and ♥♥♥♥)

Enforcer :

Berserker : every 30 seconds you can enter a berserk state for 10 seconds which renders you 75% more resistant and you deal 75% more damage. You can now kill normal units in 1 hit in melee. You are invulnerable to melee hits.

Technician :

Electric Mindfield : when you get tased, the taser gets instantly tased. The shock has a 50% chance to spread to other units around a tased unit. Also civs can't call the cops and die when they go out of the map.

Ghost :

Ghost : you go through walls. Yes. You do. Also guards get spooked when they see you and have a 50% chance of dying of a heart attack.

Sounds pretty balanced to me.

Edit : you should be able to give 120 skill points to multiply every stat you have by 8. (dodge chance, weapon damage, stability, etc...)

Careful, you might incite the Enforcer's Berserk ability, as they get the short end of the stick from your concepts. ; )
