Dragon "roar" broken?

I only just recently got access to dragons, and immediately dumped a bunch of points in to "roar". However, the description says that it stuns "80%", but what I'm seeing is far less than that.

If there are 12 enemies lined up in range of the attack, it seems like a maximum of 3 of them will be actually hit by the ability - if any are hit at all. The level I'm testing it on is "Deeper into the Stronghold" - right after the "Guard Hideout" town.

Am I interpreting it wrong or is it broken?

Further testing seems to indicate that the "roar" effect only applies to the enemies Melee range... even though the animation plays through the entire range.
