Why is my DM always empty?

So, I keep trying to create a game of DM, but no-one ever join it. I've tried multiple times, and now, for example, I have been sitting in the lobby for over 10 minutes with no-one connecting. Am I supposed to start the game? Or can no-one connect? Or is there really just no-one trying?

I will join. Not many want to be in a random DM due to them killing off players quickly in hard mode. But I will try your DM game just to see if your connection is ok.

No one wants to Join a DM game because they want to be the DM if they're in that mode.

Because on the server list games that are newly made with no players joined are listed as 0/3, which psychologically makes people think the server is empty.
