Money fixes just about everything. A super strong GDP is the best way to get money. In many scenarios, the way to get a good GDP is to stop being a 'technology backwater'.

To eliminate 'backwater' penalty, max science funding and stem cell research, state schools, and stop teaching creationism in schools.

Max foreign aid, it gives a big boost to GDP by bringing in foreign trade.

A lot of problems like crime/riots/gangs are reduced by reducing poverty. Reduce poverty by eliminating tobacco tax, yes, you read that right. Poor people spend a stupid amount of money on cigarette tax apparently. This is a good one for your first 'manifesto'.

Delete policy for maternity leave, ouch. Too much drag on economy, making for 'wasteful economy' penalty. Get rid of 'wasteful economy' penalty as quickly as possible too.

Once your economy is booming, you can start dropping tax rates and then everyone will love you.

Environment/asthma epidemic: bus lanes, buses, pollution controls, clean energy subsidies, all great for votes and air quality.

Contagious diseases will drop with poverty, which drops as the economy booms. You may have to boost state health spending to bring it down faster.

Id like to add two things to this - implement the telecommunication initiative and implement the childcare provision and max both, both are low cost solutions. Productivity goes up, commuters love it, parents love it, and traffic usage decreases, thus improving air quality.

If you put enough money towards Science and literacy you can get a technological advantage boost :) Ive had the Technologically Superior achievement aswell

Thanks for the info. Saves anyone playing the game, a few simple fixes and bobs your uncle. Of course if it were that simple and anywhere realistic, no government in their right mind would ever have banned smoking, something which is growing in popularity in many countries. Anyhow, totally unrealistic game. So simplistic, but I am sure the authors points are probably correct (in terms of gameplay anyway). Reduce poverty and that will put an end to rioting, because poverty is the only reason people riot (read as sarcastic). And that is pretty much why I think this game is an utter waste of money.
