You can open these files with Winzip or 7Zip, WinRar or pretty much any other similar program.
DO NOT EXTRACT THEM INTO THE C:\Program Files (x86)\Steam\SteamApps\common\diriptide\DI DIRECTORY. Put any files you extract into your documents directory for Riptide, which will be C:\Users\YOURUSERNAME\Documents\Riptide\out\Data
Any files you place in there will be read instead of the files in the game directory, so you can change them. Although I am not aware of anyone causing themselves a problem with VAC using this directory, turn of VAC in your games when using modded files. Changing anything in the actual installation directory is much more likely to trigger a VAC issue.
