How to find last enemies in a sector?

Is there some way to know where they are hiding? Can they be behind locked doors?

This happens quite a bit in this game. Carry TNT to blow open walls to get to the last person.

I use a mine or two and a granade to blow out a door, a wall or a tank (need 3 mines to be on the save side)

Yes, the last guy has a tendency to hide.
