Gamestop is selling the PC (download) version for $9.99.

And yes, it redeems on Steam, as it's a Steamworks protected title.

I can confirm it can be activated on Steam. You have to buy it on Gamestop, then open their client software, copy the game key to the clipboard, and then activate it on Steam. Steam is downloading my copy right now, so thanks for the tip!

...? It's digital. As in, you download Gamestop's App, purchase the game, go into your purchased games section, click view product code, copy the code, and then activate that code on Steam. A few minutes at max. The post right above yours even explains that.

Just a tip to people weho may not know, always keep an eye out on: Green Man Gaming, Gamers Gate, Gamefly, Gamestop, Get Games Go, and Amazon. With many of these places capable of more than competing with Steam in price now, you're quite often going to find better deals.

I confirm it is working! For those non living in the US, just deploy a virtual server under Windows on Amazon EC2 (first year is free), login via RDP, install Firefox (IE sucks) and order on Gamestop like you were located in the US!
