Did you try playing in Fullscreen?
Your specs are fine, but it's your graphics card that's the likely issue.
Nvidia Geforce tends to have some issues with this game. They can be corrected, but it will take some doing.
But trying it in Fullscreen may be a good start.
If not, you might try playing this game in Big Picture mode. I hear that can fix a number of issues with these games.
