Had this problem as well, for some reason the game had defaulted to 50 Hz and my TV can only display at 60 Hz. To fix this I had to:
1) go into the following location (AppData is usually a hidden folder)
C:\Users\<username>\AppData\Roaming\Warner Bros. Interactive Entertainment\LEGO Batman 2
2) open the pcconfig file
3) make the following changes to the file
ScreenWidth 1920
ScreenHeight 1080
WindowWidth 1280
WindowHeight 720
WindowLeft -1
WindowTop -1
ScreenRefreshRate 60
VerticalSync 0
4) save the file
5) the game should now start in the correct mode

This didn't quite work for me by itself. But with these configs, and running compatibility mode (which automatically suggested windows 7) it worked. But I'm running Windows 10 and just upgraded to a dell XPS 15 9560 with Nvidia GeForce GTX 1050 4gb. Wierd how upgrading can make games harder to run but thankful for compatibility mode. Has saved me on a few occasions now. Posting this in case anyone else has a similar issue. Didn't see anyone mention using compatibility mode but have appreciated the paper trail others have left of what worked for them.
