Thanks for your comments. Hopefully we'll get this situation resolved.
1. Right-click on the LOTRO name under Library.
2. Select Properties at the bottom of the appearing menu.
3. Go under Local Files.
4. Click on Verify Integrity of Game Cache.
If there are any missing core game files, Steam will redownload those files automatically. Seriously, I should just somehow post a big red banner somewhere on this Game Hub withy these steps!
