How to beat S-Rank AI?
When on flat road - hand to hand race, they will always be faster than me even without powerups.

On air it's the same.

On water, lol forget it I suck at driving through water.

Any advices? I'm stuck. >_> Only two areas left in Career Mode - can't unlock because I lack the stars required.

Practice. Also, check the guides for some tips.

We all used to have trouble when we got to S class :) Just gotta practice and find a character/mod you seem ok with.

Sonic, speed/console mod. Or Metal Sonic (if you have the DLC), console mod, whichever you prefer really.

Chain and stack as many boosts as you can in each track. In plane sections, this means risk-boosting as much as you can, but don't overdo it. Avoid tailgating opponents in front of you, since they will most likely have already picked up a weapon and WILL fire at you as soon as they get the chance.

Also, and this is a bit of a physics exploit thing (don't do this online, 'tis a bit unfair), everytime while in plane mode, steer a bit to the side and ROLL ROLL ROLL ROLL ROLL........ but again, don't overdo it. ;)

You can especially try doing the exploit on Carrier Zone or Dream Valley, where you're in plane mode for the most part of the track.

I strongly disagree with using most console mods in races where you have expert AI competitors. Save for Boost Race, you are going to get absolutely hammered by enemy items, and most console mods reduce your acceleration to 1. You will want at least 3 acceleration, though 2 is managable, but 1 is pretty much asking for a loss since you'll never recover from the barrages of weapons you'll be hit with.

I went back and did expert races with every character and most mod combinations; you can win with anything with enough skill and practice, but from a practical standpoint, I found that a 4/3/3/2 stat distribution gave me the best results. You can achieve this with Vyse's, BD Joe's, and Metal Sonic's acceleration mods as well as Tails' speed mod. Many others can hit it too, want to say Reala's acceleration also has this distribution.

In terms of beating them, one tip I heard that seems to work often; if you get an All-Star, hang on to it until the last lap. The AI seems to ease up on the final lap, and going All-Star will allow you to cover a lot of distance that they're now giving you. Especially if the last lap includes a boating section.

I can do fine in most stages, sometimes even finishing first on expert mode, with the exception of Billy Hatchet, Burning Depths and Jet Set Radio (night stage). there I'll be happy if I finish 5th.

My tip is to learn how to drift with a console mod. Difficult since you only get 1 point in handling, but it gives the best results, except the 3 stages above. there I'll need a handling advantage.

also study each stage and always pick the shortest route, though avoid the very risky ones (eg Afterburner stage just before the finish).

Try doing the time attack mode to get a grip of each stage. that helps. if you can beat the opponent there, you'll beat them in career mode as well.

also run a Grand Prix in Expert mode. Even though you'll finish in the last places the first time, it will help you immensely.
