I'm not entirely sure what you ment but game is steamworks so no matter what way you buy this you get it on steam and all versions should be basically the same. This also applies to DLC.

Metal Sonic and OutRun Bay (i.e. the Bonus Edition content) aren't included in the PC version by default regardless of where you bought it. Sumo has confirmed that they'll be available starting Friday. How exactly it will work is unknown as of yet - it could be paid DLC, it could be a free content update. Probably the former, but again, we don't know yet.

Mkay. I bought my copy at Amazon. The "Bonus Edition" and I was curious if it included the DLC.

You should contact Amazon or SEGA. As far as we can tell at the moment, you'd have received a second Steam code for the DLC if it was included. I also don't think there is a PC Bonus Edition to our knowledge either.
