Got rocket, shoot second place, used boost pad, immediately after that boost is finished I used my boost pickup I got from the the boost pad. Even though the AI did not used a boost of any kind I could not catch up to it. I was using Knuckles with the speed mod.

Yes there's a bit of rubberbanding but yeah if its an issue I guess you could ask for an option like the previous game to turn it off. But imo as how it's implemented in such a way that it's almost not noticable, I think its fine. Dunno about you or anyone, but the difference between first and 2nd is pretty often big whether online or offline... again excluding expert.
"In both medium and hard is very noticeable, around before unlocking Nights you have a Sky Sanctuary race here is what happened in the last lap when I fell third after being in first place:

There is.
It'd be far too easy without it though, imo. It's to compensate with the player's actual ability to dodge, do Risk Boosts, use items properly, and choose better shortcuts. Etc. It's really hard to program a reasonable AI for a racing game like this without giving them an "advantage".
I can agree with you to a certain extent, I've done every event in Hard so far but there are those moments where you are cutting it close and you wish that wasn't there otherwise you would have made it. Whenever it repeats itself you get stuck with it because it frustrates so much.
Yes it happened and it is there. You can't turn this into a he said/she said, it is in the game, many people have reported on it, the first game had an option to turn it off.
