I recommend that you play Ring Race on Dream Valley. You can find it on World Tour but I forgot what it's called. I think it's the fastest way in the whole game, unless there is something just as fast. Also, you can plug in multiple controllers, even use a keyboard if you want, to level up multiple characters at the same time.

I remember doing time trials one evening, for only about 20ish minutes, and I cleared the staff ghosts, then proceeded to start clearing the leaderboard ghosts and I managed to reap something like 5k experience on one track.

If this is still doable, there is a wealth of experience just waiting in clearing time trials.

I think you get 5000 each Ring Race, and it takes less than a minute to complete.

That's about what I was getting when I four-way split screened Expert Ring Races.

Outside of setting a four-player split screen and leaving it as you play a mode like Ring Race or Drift Challenge, or actually playing with four people, there's no real fast way to level all characters. When I got down to grinding, I essentially took every character and played every GP race over and over and over. Each cup generally gave me about a full level worth of experience per character.
