New Mabinogi Accounts

I heard from someone that if you make new mabinogi accounts starting from last month or so, you get a bunch of character cards. Is this true? Can someone confirm what cards they get as they make a new account? I'm just curious. I'm playing mabinogi again after a few years and I'm playing on my old account. Just seeing what I missed if I had made a new account.

Rebirth Changes:
Players can now rebirth once per week rather than requiring to reach age 20.
Rebirth location and gender are now free.
Certain Character Cards are no longer used for rebirthing and can be disenchanted for Pons and a gift box.
New character features have been added.
Many previously NPC-only eyes and mouth styles are now selectable.
New face styles.
Elves can now have black-colored hair.
Humans and Giants can now have ice blue-colored hair.
Appearance icons are now 3D models based on one's avatar rather than 2D.
A "Restore" button has been added to undo customized changes in one area.
A "Restore All" button has been added to undo all changes done to the character.
A "Randomize" button has been added to generate a random appearance for the character.
New appearances are marked with "N" on the bottom right.
Premium appearances are marked with "P" on the top left.
Coupon appearances are marked with "C"on the top left.
Premium and Coupon appearances cost Pons to change.
Dressing Room has also received these features.
Talent selection UI have been categorized into Beginner, Combat, Life, and Aces and now displays their difficulty.
Ace Talents can now be purchased for 39 Pons.
Beginner's Benefits:
Benefits level has been raised from a cumulative level of 300 to 1,000.
Beginner Quests have received changes.
Three Nao's Soul Stones and two Beginner Shadow Crystals are now given daily.
Iria Raid:
All Iria Raid bosses will now spawn two times every day of the week.
Other:
Quest Tracker - Displays a UI for quests and objectives.
Knocked Unconscious - Reviving on Spot now has a three minute cooldown.
