Sorry. I think I'm starting to follow you now. It has been quite a while since I played, but, from a quick search, it seems that the "extra toggle" gives you some extra character options when you're in "Free play" mode.

I don't know what you are asking. There is a "free play" mode for each chapter, once you've completed the regular story mode. There are red bricks in each (?) chapter. If you are wondering how something like "extra toggle" works, or where to get the red bricks, or how to complete some chapter, then your best bet would probably be to look at one of the walkthroughs on the Web. Or there may be some in the Guides section here on Steam (I haven't looked).

When you play a chapter in "Free play" mode, you can pick which character you want to use. I think "Extra toggle" just gives you some extra characters to choose from. But, like I said earlier, it has been quite a while since I played, so I'm not positive about that.

Extra toggle in Lego Star Wars would give you a bunch of extra characters that you can rotate to in free play mode. None of these extra characters (like Han Solo encased in carbonite) had any special abilities nor were they required to reach any minikits or whatnot...it was just something fun you could play around with. However when I tried turning this on in Lego Batman, it doesn't seem to do anything...so perhaps a mistake on the part of the developers. The guy who wrote this FAQ (https://www.gamefaqs.com/xbox360/943952-lego-batman-the-videogame/faqs/54291) seems to have had the same experience.
