Cortex Command by Data Realms is a 2D combat and physics sandbox, featuring a vast array of weapons, bodies, rockets and so on. There is no real objective, most of the time you are trying out different weapons and mess around with the game's physics.
It's not a bad game at all. For a while it's fun to fly around with your jetpacks, shoot stuff, and try things from the workshop, but at the end it's not much more than the rather unsatisfying slashing of the dumb enemy horde-AI.
If you are looking for a combat sandbox, try the Men of War series in singleplayer, where you can command EVERY unit with WASD (like in Cortex Command), but actually need a strategy (unlike in Cortex Command). If you are looking for a 2D combat sandbox, try King Arthur's Gold (Multiplayer). I occasionally come back to Cortex Command to blow up some bodies, but only when I am (mentally) too exhausted to play games with higher demands in reaction and concentration
It's not bad at all, and some will certainly have fun with the game, but there is just no reason to play it unless you are extremely bored and have too much money.
