I couldn't find any information on it either, so I'm just throwing that out there. That could make for some lengthy grinding if there really isn't any other way.
If I remember correctly, I got one enchant from each of my lieutenants, and two from the overlord. I believe they were all at least the second grade, while every other enchant I've gotten so far has been common, and that's after doing a good deal of maze rooms. That could be due to the low level right now though. I would guess that the bosses at least have a higher chance of dropping a legendary.

Quoting the relevant part:
"Enchant quality doesn't improve by how many of that enchant you get, but rather increases as your world level goes up."
Sounds like it might become more likely to show up the further you get into the game.
I've been blasting through the continents by ignoring wind damage and only using windmills for the docks. I think I'll stick with one continent for a while to finish up some remaining unlockables but this quest for Legendary Enchants has become much too grindy.
