Burnley Radio Tower not solid glitch
The Radio Tower in Burnley, the whole building is not solid, soon as I step foot on any of the building, I fall through and land in the water layer directly below and get my position reset.

This glitch is stopping me from solving Enigma's Radio Tower jamming quest. I cannot use my zip line across from the other building into the window in the Radio Tower building. Soon as I disengage the zip, I auto jump onto the floor in the room and fall through, down to the water directly within the bounds of the building and below, then I reset, as if I'd fallen into the water.

I have read that there is a glitch here, but the one that is commonly known about is not the same, and I have tried setting AllowD3D11 to False with no luck.

Please assist.

This was patched a while ago. Make sure your game is updated.
Steam Updates (Patches) and Verify Integrity of Game Cache.
1. From the game Library, right-click Properties, then Updates to Allow Background Downloads.
2. From the game Library, right-click Properties, then Local Files and Verify Integrity of Game Cache.

Failing that, try deleting your BmEngine.ini. Restart your computer, then the game:
Steam \ SteamApps \ common \ Batman Arkham Origins \ SinglePlayer \ BMGame \ Config \ BmEngine.ini

I've run into this same issue. It's already set up to allow background updates, and I've tried verifying the game cache. It'll tell me two files failed to load or whatever, it'll download an update, but when I boot the game back up, nothing's changed. Haven't tried your other solution yet.

Ziploc, try disabling DX11:
1. Find file BmEngine.ini in your Batman Arkham Origins folder: Steam \ SteamApps \ common \ Batman Arkham Origins \ SinglePlayer \ BMGame \ Config \ BmEngine.ini
2. Open file "BmEngine" with Notepad
3. Locate "AllowD3D10=False" and change False to True
4. Locate "AllowD3D11=True" and change True to False
5. Save file and restart computer
