It's a damage penalty for that weapon. The -10% is better because it's less of a penalty.

Also means that you have chucked or sold a better sword already...
The witcher sword you recieve in the prologue doesnt have a damage modifier.
Nothing you can do about it now, but something to bear in mind if you have a second playthrough.

try to get some meteoritic steel (is it called like that in english?) to forge a better sword at a blacksmith... you'll need it

Actually I didn't upgrade my sword with metorite shards until like Chapter IV but yes I would suggest doing as soon as you can.

you could also buy a more powerful sword from a merchant or a blacksmith, but it would cost you more... but when you'll get some extra orens, buy an armor and a decent sword ;)

Spoilers

Before you upgrade your sword on chapter II, give a good search around, there's a nice steel sword for you discover and take it.

Harvall, a steel sword, the best steel sword you can just find can be found in Chapter 2 and Chapter 3

in the swamp on a dead body on Wyvern Island in the north central part of the swamp.

The best you can do for your silver sword is to upgrade it with runes. I think you can't get the right combination of runes in Chapter 2 for the best upgrade. The best is 1 Moon + 2 Earth or 2 Moon + 1 Earth, but I think I couldn't find the Moon rune(s) till Chapter 3.

Comparing the two swords stat by stat, Gwalhir outclasses it in every regard except the metorite has a 10% chance to stun instead of the 40% chance to disarm.

I'd say the damage % alone is enough to take Gwalhir over the meteorite sword. If you have the chance 40% to disarm someone, you'll probably instakill them anyways making the rarer 10% stun worthless. The fact that Gwalhir has a much higher pain % chance acts like a psuedo stun anyways.
