paused camera reversed?

I like to play in OTS view and as the game is running the camera is normal, but when I hit pause the camera is reversed, if I move the curosr to the bottom of the screen the screen pans upwards and if I scroll to the top of the screen it pans down, how do you stop it doing that? I can only see one camera reverse option but that only works for the regular controls.
