Because not everyone has the choice of OS or the technical knowledge to replace it when buying a new PC.
How do you know this? You're simply talking out of your arse. Some newer laptop models do not have Windows 7 support simply because the manufacture never created drivers for it. Win 7 support is slowly being phased out in favour of Win 8 so it's only nature that newer laptop models will not support OS's below 8.
Find the Make and Model of your laptop and look it up on the manufacture website. If they indeed do have Windows 7 support then you might be able to make a case to get Win 7 installed. Otherwise you're out of luck unless you want to install your own copy of Win 7 and hunt across the internet for compatible 3rd party drivers.
TBH Windows 8 works just as well as 7 in terms of "gaming". I moved over to Windows 8.1 a while back so I could give my clients better support. An install of Classic shell (start button) and some tweaks and Win 8 works fine, I have yet to not be able to play a game I own.
I recently installed and played Star Trek: Voyager – Elite Force with no issues whatsoever, and that game was made in 2000 ha xD
ive never bought from a manufacturer and ive allways requested a diff os i resuested 7 on everything since 8 came out and xp on everything when vista was a thing its not hard.... unless you live in a backwards part of the world like the usa where all retailers are lazy aholes
and yes, KOTOR2 runs great @ 1080p on 8.1 with widescreen mod.
