lol? Steam Workshop is there for a reason, modding is part of PC gaming and Steam doesnt ban it, it actually encourages it when possible (see Valve games, its one example)
As for the censored level, its a pity but i belive the only way is to download the original Doom 2 WADs (Google search) and replace your existing one.
