"Not a Scratch" Achievement

Quick question: does it not count for Mars City Underground (the first level with hostile enemies)? It says it doesn't count "Mars City", which is the name of the first level in the game, but I did it in Underground and didn't seem to get the achievement.

Does it also count if you reload?

I believe the achievement is only available from the Administration level and beyond. Reloading to a point before you took damage will still count towards the achievement.
