why no discount for owners of non-BFG version?

Most games on steam offer a discount to owners of older versions of a game when a new one supercedes it (most recent example: Deus Ex Human Evolution Directors Cut). Why doesn't Bethesda offer a discount for this? I want the new content but I can't justify spending 20 dollars because I already own 80% of this game.

yeah and ill wait for another sale but it sucks having to wait for that sale to get it

Wait, there isn't? There was one back when it launched. It wasn't good (33%), but it was there.
