Is it possible to raise command points, in order to merge more units? Thanks

Yes! You have several techno on the left tech tree (diplomacy and trade) There is an eagle as icon for those technologies (and a red star on the upper-right corner)

You can also design a custom species and increase the base number your species is able to put into a fleet from the beginning, though whether you feel it is more desirable to do so than selecting other traits instead is up to you. In addition, different affinities (such as the cravers) may have more effective technologies for this trait than other species.

I learnt that the hard way... my 5 command point fleets were getting decimated by hostile 15 command point fleets... lol

Hahah sometimes focusing on the weapons tech tree can be enough to kill huge fleet with 1 unique Battleship =)

But generally, it's better to have huge fleets too :D
