Cold War + Intercept + Control = Immobilization
1. Faction A moves into orbit around one of Faction B's outposts. This is legal in Cold War. The outpost is *just* about to become a full-fledged colony...

2. On Faction B's turn, one of Faction B's fleets arrives and turns on the 'intercept outbound fleets' bit.

3. Faction B's outpost becomes a colony. The area is now formally Faction B territory.

4. Faction A's fleet cannot leave the colony, because to leave requires attacking (c/o the Faction B's fleet ready to intercept) and Faction A is not permitted to attack Faction B in Faction B's formal, fully-assimilated territory in Cold War. Faction B can 'pin' Faction A's fleet with even a tiny 1 CP fleet if he feels like it.


Is it intended that A is forced to remain unless he's willing to change diplomatic relations?

I think it is a "bug", or unforseen consequences of the game mechanics. I do not believe it is intended to be so.

That is intended: you are on B's territory, so they can do whatever they want, such as: intercept and attack your fleet, because of the cold war status. If you wanted to move A's fleet, you had the choice to either declare war or sign a peace treaty.

It is intended that faction B can imprison faction A's fleet using a blockade on own territory during a cold war?

In a way I kinda like the idea but... Since it is a severe provocation I'd kinda expect this to affect relations. And does the AI even realize this? i.e. will the AI of faction A consider declaring war because of this situation/provocation? And does the AI of faction B realize it is provoking faction A (as faction B)?

imho it would make more sense that if a fleet is blockaded it can attack the blockading fleet regardless of location, influence or relation.

I had one game where I was exploring and got stuck behind the other faction's territory. The AI then offered me peace and attacked my fleet at the same time. I accepted the peace offer, but I still had to fight them which was kind of strange.

I think they were just about to colonize the planet I was stuck on so maybe that's why they attacked me. Still was very strange to make peace and be attacked at the same time.
