I personally don't use many heroes myself except from a few growth boosting ones (I recycle them here and there and sometimes sub them into fleets), so I don't really go for the techs.
Yup they're in the left tree. It's a shame you dont use many hero's though. They can really make a dif. A low level fleet commander can multiply your mp on a fleet by 1.5.... put that on a fleet of 10k already and thats pretty scary.
The upgrades decrease the turns and increase the cap. There are some that will help them level faster as well. Down side, each hero signing fee becomes more expensive with more heros.

About the academy size I do consider it's better to not give too many heroes. When you have 8 it's quite a lot.
Later heroes aren't really a problem about their level. No way I would fire one of the first heroes (and they become available to other factions if you do so) but the point is when second waves of heroes happen you most probably can focus on level them up faster more than exploiting them at best places, and then it's very fast to level up multiple heroes when your empire is in a quick buildings expansion phase.
