log-in fail?

I have on steam, I can see i get my achivements but stil it say log-in so u can save ur record. I reg in steampowered.com but stil it don't work.
I tried with my steam account name and password, still not working, i tried start new account and there is no create button...

HOW IN H*LL I CAN CREATE OR USE A ACCOUNT TO PLAY THIS GAME?!!?!?!?!?!
