Try downloading and installing the dinput8.dll file for controllers if you have one, windows 8 has this issue, other threads talk about this issue and how to install it.
Also try unplugging your controller.

Also have you tried upgrading to windows 8.1? Windows 8.1 is free for those that have windows 8 already, and might have other fixes.
But I highly recommend going through my guide, even if you fix it. =)
