Toal Unusable in Time Attack?

I finished a game with Yunica on normal, and unlocked her for Time Attack/Boss Rush. However, I also did the same with Toal on Hard- and he seems to be unlocked on the character select (i.e, his portrait is not darkened out), but I can't seem to select him.

Has anyone else had this problem? Is there some way to solve it?
