How do you delete a saved game?

The configuration tool's option to reset progress does absolutely nothing even with steam cloud turned off.
Going into the folder and manually deleting saved games makes the game freeze and a window pop up telling me it can't load the save from Steam cloud (even if it's off).

Disabling Steam Cloud only disables synchronization of the files. It doesn't stop it from using the Steam Cloud APIs to save and read files locally on your computer, because this causes an inconsistent behavior, brings about "lost" saves, and is strongly discouraged by Valve. The Configuration Tool button doesn't remove save files, it removes all of the "global" stuff that effects the game as a whole. Other, individual save files should be deleted from inside the game if you need to remove them, as this removes them from the Steam Cloud corectly. You can do this by clicking on "delete" when selecting a file to load, or pressing "up" when selecting a file to load in order to reach the delete option on gamepad. Having manually deleted the files will make things a bit more complicated; you may need to directly edit the Steam Cloud's file manifest in the Steam Cloud folder for the game.
