Will browsing through the shop I noticed they are adding a premium pack that includes all premium skins and every character released in obt. Does this price go down if you already own some premium skins?

No. And are you sure you're not just talking about the summer skins? I don't recall them saying anything about including all of the premium skins, nor all characters- just the summer skins

How about you read what is written in the shop and see for yourself? it clearly states all premium skins.

It's all premium skins within Early Access period I believe.

EDIT:

Ah no, you're correct. It is ALL characters within the OBT/Early Access period + the premium skins released during it.

Discount for those that already have the basic/starter pack.

I just checked it and there is a premium pack which makes those claims. I've never heard of a premium pack until now so I thought you meant the summer skins coming in a pack. My bad
