I think your biggest issue, is that you are using Windows 8.

Here is something i found that was posted by guttersnipe somewhere relating to ugly graphics. This is what i did and it worked for me. For the resx just check ur screens resolution and set it to that. I think its mostly the MaxAnisotropy=16 dat is affecting it. hope it works for u

Try this:

Goto \Steam\steamapps\common\ArcheBlade\ABGame\Config
Open ABEngine.ini
Search for ResX= and ResY=
Change value to desire resolution, Standard resolution is ResX=1920 by ResY=1080

and if that dosnt fix it try messing around with those settings in ABEngine.ini i cant confirm this fix because i dont use windows 8 nor do i have this problem.
I would change/look at settings like these:

UpscaleScreenPercentage=True
Fullscreen=True
bAllowHighQualityMaterials=True
MaxDrawDistanceScale=1.000000
MaxAnisotropy=16
ScreenPercentage=100.000000
AllowSecondaryDisplays=False
SecondaryDisplayMaximumWidth=1920
SecondaryDisplayMaximumHeight=1080

Oooo wait, you upgraded? That isn't a great idea. You should always do a fresh install of a new operating system. I did a windows 7 upgrade orginally, it was horrible. A fresh install fixed pretty much all the issues I had with the OS the rest came in updates from microsoft and hardware vendors.
