WHAT THE HECK?!?!?
You know when you have the black and white static on a tv right? Well I have that static but its in color, the mouse is like, in a line all the way across the screen. I cant even tell what anything is.

for me this sounds like a typical case of an *artefact*.
most of time its caused by outdated graphic card updates.
make sure your graphic card have newest driver and updates.
if this doesnt help reinstall the game or even your whole graphic card settings.

If you are overclocking your GFX card stop now. If you aren't then your card may be on its way out as that is the kind of thing that happens when a GPU is misbehaving

Could be a faulty card. Somethign like the heatskink assembly isn't mounted correctly or power circuitry is faulty. Perhaps your PSU isn't large enough to handle the power requirements of the card?

Whatever the cause that fault you have described is typical of faulty graphics hardware, wether temporarily faulty (like when overclocking) or permanently faulty.

Well, I just installed other games a few days ago because that wouldent work, and they all work, maybe its just that game, arma 2 and arma 2 OA work, minecraft does, League of legends does, team fortress 2 does, super meat boy does, its just that

do you have an option to up your fan speed on the card you have installed ??? if so half up the fan speed,,then after say 1 hour of play max the fan,,,,i have vtune that allows me to do this in regards to heat issues,,also run a reg clean ,,,and defragg before playing the game

Do you have any newer games with intense graphics, Arma 2 is decently high graphics but its 80% CPU rendered, CSGO/BF3 anything like that you can play ? If you can play those without issue then its related to the game and not your GPU, essentially what you want to do is put your gpu under a stress test, would recommend a high demand game over a program like Prime95 that have been known to destroy GPUs during the test. Load something that puts a load on the GPU and use CoreTemp or HWMonitor to view the temps of your GPU, if its 85C or below you should be fine, 85C is pretty warm but most GPUs today have critical temps of 110C-120C, 90C is pushing it but anything less the GPU is fine, assuming it doesn't do this error in other games.

If it is only related to this game you can try updating the drivers, Steam and AMD have partnered to deliever driver updates through Steam, just click the "Steam" button in top left corner if your card is AMD based (Radeon Series, doesn't matter who makes it) and you will see a "Check for video driver updates" If it is Nvidia based I suppose go to nvidia website, pretty sure they have some tool of there own.

If drivers already up to date or do not fix it all you can really do is hope it is fixed in a patch later down the road.

I used to have issues with my old graphics card were i would get a full screen multicolored tv-like static image as well. It would only happen once in a while though for some reason and only on maybe 2 different games but never on other games. I never did figure it out completly but it may be important to note, if it relates to your problem, that it was overclocked and was using an aftermarket cooler with ramsinks. The only thing I could come up with was that the problem seemed much less persistent when the ram clocks were set back to stock speeds but it did still happen from time to time.

Probably your best starting point is making sure direct x is up to date (although i think steam should have done that) and your graphics drivers are up to date such has been mentioned. If it still persists, a little more information on your pc hardware may help a little here. Assuming your pc is getting proper ventilation, a graphics card stress test such as FurMark http://store.steampowered.com will be able to tell you if your having issues by running an artifact stress test. If it does come up with artifacts it could indicate a overheating issue or, heaven forbid, a hardware issue. The stress test does put a full load on the gpu and of course doesn't reflect most "real world" load scenarios. Personally i don't think you would need to run the test for much more than 5 -10 min.

I hope you manage to get it figured out. Getting a new pc and having to troubleshoot things off the bat can be a bit discouraging.
