So now the question how to unlock it, is there a command for steam to adjust fps?

Game is running at 30 fps, and someone copied the trailer video and motion interpolated it to give it 60 frames per second.
The game has a lot of fundamental processes tied to the framerate, and getting the game to run at 60 fps would essentially require them to reprogram significant portions of the game.
The game runs like it did on console. They never made excuses like 'cinematic' gameplay or the like.
This game in particular I was certain actually ran at 60 fps, which goes to say that it was pretty much unnoticeable for me, which means that they had frametime down solid. I actually had to run a frame counter to be sure after the fact.
For anyone else reading this worried that 30 fps makes the game any less playable, it's not an issue. I can say that I honestly thought it was running at 60 after playing through the entire game.
