Best place to start?
You can start off in Gloomingdeep and then go to Crescent Reach or you can just start in Crescent Reach. Also the Plane of Knowledge has a lot of tutorials. If you play through Gloomingdeep then you can get some armor and weapons which I don't see when skipping and going straight to Crescent Reach. Is it better to start and stay in Gloomingdeep, to skip it entirely and start in Crescent Reach, and when is the best time to fit in Secalna Galnor's tutorials from the Plane of Knowledge because she can send you back to Gloomingdeep if you want?

Also, is there any reason to pick your home city to not be Crescent Reach? Can you start in your home city as well because that Tome of the Adventurer just talks about quests in Crescent Reach?

Does every class start in Gloomingdeep??? I started there with my Iksar monk and did most of the tutorial...Now out in CR at lvl 10, but I can see lots of low lvl quests out there as well...
I liked the original EQ where each race had its own starting area. I remember it was an exciting day when your char advanced to the point where you could leave home and go out and explore the wide world...heh

It looks like you can pick your home city to be the one specific to your race or Crescent Reach and at char gen you can decide whether to start in Gloomingdeep or in your home city.

So probably no Tutorial if you start in your racial home city. Maybe that is why it is structured that way--easier to make just one Tutorial than one for each starting city (?)

Someone told me in-game that all FTP players start in Crescent City--paying players get the option to start in their race's home city.

I did not know that. I used to play a lot back in 2006 which I think was before the free to play or all access. Just started playing again recently.
