He means that if Steam is unwilling to control for quality of it's software and doesn't allow for refunds, it's silly for them to force the customer to pay before a product is confirmed bad. In other words use piracy to try before you buy in case a game is unplayable.
At this point Steam really should have the game pulled from it's roster. Both Kalypso and Nova Core have publicly stated they are no longer working on the project and have admitted it does not work as advertised.

Did that years ago...except for Rebellion, which was months ago.
Damn shame that so many games are released broken or incomplete. I can see a bug here and there (shiz happens), and the release of expansion packs (which was like adding a garage to your house, while DLC sometimes feels like finally putting the roof on).
This modern way of business be devs/publishers has given me a huge amount of paranoia before I even "Add to Cart."
