How do you win the game?

I've controlled all levels/sections and there isn't anything left in blue squares on the map that is controled by the EDF. For some reason the last level EOS is not showing the Red Fractions Hammer Symbol, The tab menu map screen has EDF at zero percent for all 6 sections (with EOS at Zero with one lock left (haven't a clue what the last lock is about). Anyone know what's preventing the final & last section from being marked off?

There is also a tiny little snow mountain area left of Eos, thats the last mission.
