The new DLC does allow the pirates to attack more than one player now though, so I suppose more zero bounty raids are quite possible.
If you toggle off the "Outlaw Sectors" map option I believe this will revert the pirates to how they were before, but you lose the other DLC features as well...
i get out of this by being the player who places the bounty

And why shouldn't the pirates attack adhoc! It makes the game interesting.
One of the challenges is to see how long the pirates last! On many ocassions I've had them last the whole game.
-Pirates attack two players now.
-If there's locked teams pirates only attack one person on each team no matter what.
-Pirates default to the lowest player slot if there's ties (ie always a Human player) unless it would break the second point.
I like it better in the sense that you don't have to care about ebay sniping them at the last second anymore, since you'll just end up with the pirates on you anyway if you get into a bidding war with someone. The pirates however still suffer from the same issues as always; they're incredibly disruptive early on but once you have a Starbase in front of their base they become nothing more than a free cap/titan levelling service your opponents pay for. I generally just turn them off.
It's been 5 years and i'm still annoyed by this issue. I googled it for a solution and completely forgot that I had already asked this question and this thread was #2 result
Pirates will send raids even with 0 bounty.
However if the bounty remains 0, their raids will not grow in strength.
I was mostly commenting for the irony of my query the second time around. lol
