How do I get an red threat level for a specific mission?

So I'm in this mission wear I given a megaman like costume by the Solid Snake Parody. He asks me to get a red threat level (the highest wanted level in the game.) I'm running over as much people as I can, I'm firing my weapons at cops/cilvians, cars, nothing is bring the meter to pass the mission. Therefore, can't pass the mission.

Am I doing something wrong, I can't get the wanted meter to go the highest.

I've managed to get my threat level all the way up a few times when just messing around between missions. The easiest place for me has been on Into Island or whatever it's called. The place from the start of the game. You can reach it by taking the subway.
Once you've annoyed the authorities enough that they start to send tanks after you it gets pretty easy to keep the threat level up. You just steam a tank and start destroying EVERYTHING!

i was there once, i just ran people over for about 15 mins. I was getting the "8-bit overflow" achievement.

I just did this mission in my game and got the threat level up without too much trouble.
Killing police is the best way to keep the threat level rising.
Since that suit is bulletproof the only thing to worry about is getting hit by cars, so once you've got your threat level up a little bit, just go to a place that car's can't get to and let the police kill themselves shooting at you.

I've found it's actually pretty easy to get red level.

Get large car. Find long street. Drive along pavement, turning only at the ends (and if you get bumped over). Repeat until threat level is as desired (watch the cops weapons - pistols, uzis, then the green army guys and jeeps will come, then eventually tanks - tanks is the highest level).

If your car gets shot up too much, jump out (don't worry about being shot, so long as you have full health), jump into a police car or similar and then carry on doing the same.

Pick a long road, though, with no obstacles on the pavement. Broken cars on your route will disappear by the time you come back and pedestrians will refresh too so you can just keep driving on the pavement splatting them until your level is high enough.

Easier idea: Go down to the next street and run to the Pay n' Spray. Put a truck or slow-moving car in there and purchase the rocket launcher add-on. Just drive around in circles and shoot shoot shoot. If your car runs low on health, bring it in for repairs.
