FPS drop problem

This is an awesome game, but there is one problem with it that is really quite frustrating.
Every one or two seconds the FPS drops down from 60 to 30, and then goes back up again. This means that while driving I am continuously slowing down and speeding back up again as the frames go up and down, just like a problem (which I fixed) in Sleeping Dogs. The same fix does not work here (using Dxtory to limit frames to 35) as it just means the game runs slower the whole time, instead of half the time. Does anyone have any ideas on how to fix this?

Fixed by running in windowed mode.

um dude two things thats your pc running in windowed makes it run easier and we can't see past 24 frames so that framedrop does nothing #dealwithit

If you have an old PC, disable the arcade border.
