Error not signed into an online social club (FIX)
Go into your Documents\Rockstar Games and delete the folder called "Social Club"

then go into Program Files (x86)\Steam\SteamApps\common\Max Payne 3 then

the folder called "MP3_Installers" and install "Social Club v1.1.0.6 Setup"

Then Launch Max Payne 3 and it should work.
