Yes, there is a solution, but it's unstable and sometimes works but sometimes don't, it's also wrong to have to launch the game through directory, fail.

Steam just ran out of keys from Rockstar. You can file for a refund but the process takes a long time. I suggest just waiting till they have keys. If you played the game then purchased DLC the same goes. Steam doesnt have enough keys for the DLC or bundle you have purchased.
