How do I get the userconfig.cfg to work?
I edited the file but nothing changes in-game. Backtracking is killing any entertainment value this game has and without a run option, I'm not going to force myself to suffer through the snail pace.

Should give up from start if it matter so much to you, it's not intended to "run" there. Simply not your kind of game.

Thanks for the non-help. I just played through another interactive experience, Gone Home last night and loved it despite the slow pace and walking everywhere. But with this one, it's an unbearable snail's pace.

Anyone actually know how to get it the .cgf working?

If it didn't work it's because it isn't meant to work. And slowly walk it's how it is intended to be, slowly walking exploring the enviroment, enjoying the view, and letting the feel flow as the story unfold.
it's a slow paced game, if you can't bear it it's not of your kind, no harm no fault.

I feel you're being rather pretentious. You think you know what's best for me. It's like a chef who complains the diner is adding salt and ketchup on their steak. You know what? It's what they like, and they're paying customers. You let them enjoy the steak the way they want.

If it wasn't meant to work, they wouldn't have allowed players to open the user console. Also, they have the blank userconfig file right there in the directory with the game! It's there to be used and I want to use it.

You know it's a Source engine game obviously it have userconfig file, but the game run on it's own scripts that overide it.
And the fact that you can't enjoy it because you can't run, yes it's not your kind of game and probably it will never be if you can't overpass that.
