Pretty much the same rate as everybody else. Given a long enough life and fertile/virile partners, they definitely have kids.

Seeing as how it's slightly random anyways, basically the same rate as everyone else. If on average you get 3-4 kids with a regular char, you might get 2-3, though more likely 3-4 still, with a homosexual.
If you're really, really concerned, get a lustful wife.

If your really concerned you might want to know characters also have a hidden and not always obvious fertility value, sometimes lustful people have less fertility then homosexuals, only way to know is to open the console(~) and type charinfo 1

Then mouse over your guy to see his, standard is 50 so if below 50 you might want to marry him to someone with very high(100+) fertility.

This is considered cheating by some though.

In game term, homosexual is only a -15% penalty to fertility. Hardly an issue.
For comparison :
Chaste is also -15% and Lustful is +20%

The rate is lower in my playtime, but not by much. Out of sheer desperation I had a homosexual boy marry his own aunt to keep my dynasty alive, they still managed 3 chilrden in 22 years. They were all messed up but they were there.
I've seen chaste homosexuals with five children. Base fertility-only seeable through looking at the charinfo-is much bigger as a factor. As it is, it ranges from upper 90's to lower 30's in a regular session. A 30% difference CAN make a infertile man sterile, but regular and fecund individuals will still have children, assuming you marry them to a normal female at a young age.

Really, the only true negative to homosexuality is the dipliomacy penatly combined with the fact that you cannot fall in love with your wife. This often leads homosexual characters with spymaster wives to an early grave, as you may well imagine.
